The IRS doesn't write the Tax Code. Congress does. Which actually means lawyers who are employees of Congress. If you watched any of the Clinton impeachment, you saw that Congressmen are handed big stacks of stuff by assistants, and never in a million years could they read everything they vote for.

Every time Congress "simplifies" the Tax Code, lawyers and accountants cheer, because it means more work and more money. I can envision, hypothetically, a genuine simplification, but in reality I think we'd have to have thermonuclear war and start all over again. A bit drastic, although some might consider it worth it.
