I see what you mean. Complete removal and reinstallation is probably the way to go.

I had a modem fried by a nearby lightning strike earlier this year. I followed the same procedure you did several times but never could get it to work. All I was using was the powerbar type surge protector and the Dell tech trying to help me speculated that the surge came through the phone line to the modem and fused some parts. Since then I disconnect my connection to the phone jack as well as unplug my computer when we have a bad one in the area.
