Look at the poll again.

There are exactly 36% of those polled who are identified as saying the Democrats would do better on both issues.

This seems to indicate to me that 36% of those polled were committed Democrats. This is possibly the base line % of people who will vote Democrat in a general election.

Next step---------the Dems will now use the poll to say see how much better we came out on this poll than the Republicans on these two issues.

The real poll is amongst those who weren't in the 36%----that accounts for 64% of those polled who would not have been Democrats.

I certainly doubt the validity of the poll.
