I just rechecked my settings for Windows XP dialup and flow control is Hardware.

If I'm reading your post correctly you are connecting but at, what you consider, an unsatisfactory speed.

What is it?

All 56K dialups can only connect at the highest speed of 53K.

It's Fed capped.
