Most full service brokerage firms have searchable databases. However, access to the most recent reports is generally limited to clients of the firm.
I've been checking several sources for information on analyst's recommendations. I use keyword searches on Yahoo. I search the news on Quote.com, particularly the Analysts Ratings from Dow Jones Online, Research Alerts from Reuters and Outlook reports from AFX. zacks.com provides excerpts from analysts reports for some stocks and not others for reasons I haven't figured out as yet. Both of these services (Quote.com and zacks.com) are running 30 day free trial offer which I would recommend highly to everyone. It's easy to cancel if you don't wish to subscribe at the end of the trial period. Standard and Poor's probably has good information, but I'm not a subscriber...
As far as rating the analysts is concerned... Consider this a work of my personal opinion still in the development progress, and subject to change without notice...
