ADSL will be tightly integrated with the existing phone network. E.g. the deployment of Westell ADSL modem modules for DSC Communications Litespan equipment for the Bell Atlantic ADSL service. Therefore I see Amatis existing alliances with Siemens and NEC as more significant than the missing relationships with american network equipment companies. The big names for telecom equipment are Alcatel, Lucent, Nortel, Siemens and not Cisco or 3Com. I don't know who has the biggest share among japanese telecom manufacturers, but Fujitsu, Hitachi and NEC are in the bussiness.

BTW I think that if Cisco wants to keep its habits of being number 1 or 2 in every field in which they choose to participate they will have to merge with Westell and maybee with Amati to gain the necessary market share to succesfully compete as number 1 or 2 with Alcatel, Siemens and the other companies which are active in the xDSL field.
