For the same reasons, as quoted by Jerry Brown, the federal CSA does not apply in these five cities: Flint Traverse City Ferndale Ann Arbor Detroit In addition: The controlled substance act of Michigan automatically reflects the federal CSA. As such, the Michigan CSA should also reflect the legitimacy of medical marijuana in those five cities.
