Rose Rose,
Do you understand what Ken Starr was responsible for during an investigation sanctioned by Janet Reno? He was limited to the specific area of Whitewater which was later expanded to include the Lewinsky affair. (Just an oversight, right?)

Read the book "Boy Clinton" by Emmett Tyrrell for insight into Clinton's corrupt mindset.
