There are several reports in the Usenet newsgroup alt.aol-sucks that AOL is starting to move selected users to a two-tiered pricing plan - where Internet Access is flat-rate ($14.95/month) and "Content based" online time will be on the billing clock.

Let's see - if I'm online on AOL and I have the choice of (1) using AOL chat at $2.95 an hour or (2) using IRC on AOL's servers for *free*, this becomes a really tough choice... (Sarcasm alert). Let's see, if I'm online on AOL, and I can download my email (and cyberpomo's "stuff") from AOL for $2.95/hour or I connect to juno.com using Eudora or Agent and download my email for *free*, what would I do?

Of course, this is a microcosm of AOL's fundamental problem. It is just going to become all that more obvious to AOL's naive user base.
