There are a lot of parties that where primarily Shia. Parties in general in Iraq group themselves into alliances. The biggest Shia alliance got 48% but Allawi and others got votes.

Since not every party or alliance that received votes had enough votes to get seats those that do get seats get a higher percentage then their vote total. The biggest Shia alliance got 48% of the vote but will get a little over 50% of the seats.
