I later thought of this, and realized that the "fiber" in "fiber mile" was the key word here. If there are 96 strands to a bundle, then it makes sense... kinda, if they divide the "route mile" cost by the number of strands, assuming that $60,000 to $100,000 per route mile (the going rates) were their costs (depending on type of terrain... etc.)

Still, I don't like it because this would only be appropriate if they were placing only a single conduit. It doesn't take into account the inner tubes, or leverage of dark additional conduits being filled down the road, which makes it even less linear...
