That is the beginning not the end of meting out punishment.

A letter of reprimand from a General Officer is a career terminating move. Most likely these six were found to have no knowledge of the events but were held responsible because they were in the unit chain of command.

In this case, a letter of reprimand is better than an article 32 non-judicial punishment because (unlike an Article 32 punishment) a letter of reprimand does not preclude an eventual court-martial if later deemed appropriate.
