Terrorists can be anywhere, literally. Invading countries to find them is like hunting rats with bulldozers. They see you coming and disappear before you get there. Stealth on the ground humint and old fashioned police work are what is needed, and we must have cooperation of Arab states or else we lose. Bush has only done one thing right on terrorism, invading Afghanistan (with full bi-partisan and international support). Everything he's done since has been a collosal waste of wealth, lives and manpower. For this reason alone he does not deserve any consideration for re-election. But there are many more reasons too.
