Combining the alcohol with gasoline is "denaturing", but the alcohol that will be used for fuel is supposed to be denatured when it is produced. This might be done by adding a small amount of gasoline, or it can use some other chemical as long as that chemical doesn't cause a problem with the later use as fuel. Then it gets shipped to refineries who blend it in to gasoline, so the final blending and the initial denaturing are two separate operations.
