I agree. From a TA perspective, I wouldn't find too much exciting about this stock. It doesn't seem to have found support at this moving average. I thought it had some real breakout potential based on news (NDA filing, etc). But the market seems to have ignored it. I would guess that it will keep on being a dog until the NDA is actually approved.

Note that the brokerage recommendation issued not too long ago came from the brokerage involved with a public offering for TXB. I agree much that this is a company with a lot of potential, but perhaps some avoid it due to the fact it trades on AMEX.
