Just to be clear, impeachment is not a crime, impeachment is a political act. Impeachment can be passed regardless of a pardon. If the senate votes to remove the President then he is removed. Right then! The next President can choose to pardon either then or later. That does not make the original person President again. Once he is removed he is removed. He does not go directly to jail or pay $200.

Any criminal actions related or not to the impeachment are a separate matter. The new President can choose to pardon or not.
