This confused me - is this implying some very small companies don't have to pay min wage? Does that apply to farming?

I wonder what or whom this refers to? Companies move overseas to be closer to larger markets. Maybe this is referring to those companies that move their headquarters to Belize (or wherever) where they pay hardly no taxes.
