What it looks like is this was implemented at the hospital, or hospital system level, and coordinated around the country, and I would guess that somewhere along the line there was advice given from the Feds, and some incentives provided by the Feds, but the actual decision to implement these killing fields looks like it may have been done in the system.
If that's the case, then there's no immunity at all in this.
At the end of the day, there's a carve-out: Intentional behavior (murder!) provides no immunity.


So much easier when Dr. Death has your permission and the law has your back. Oh, Canada!
