Bush can't have a conference about Iraq with Iran and Syria (the junior member of AOE) and still get people to spend another trillion dollars shooting at them under the conference table. The relative cooperation being shown by AOE North Korea doesn't help his cause either.

Negotiations = cheap
War = $1 trillion and that's real money

Americans are, hopefully, always into the cheap. That, more than anything else, may finally put an end to the Cheney/Bush gravy train.
