DELL announced two months ago that they were just starting to build a plant (I think it was a plant) in Brazil. This was their first shot. After two months I doubt that they are very far along and if they choose they could probably delay that activity without too much pain.

Interest rates. Yes, Greenspan needs to be careful, but he's got about 200 basis points to play with before things get dicey. He'll ease 25-50 basis points in Nov.. And he'll ease again in January...he's prepared to do so and he will.
