You're probably thinking of Jim Craig....although there was Jim Wright too... Craig is the one with the "wide stance"....who changed his mind and isn't leaving till the end of his term - late 2008 I think. Was he really doing anything bad? Who knows.....The folks in Frisco seem to be able to do as they dang well please....he did less than they did, by quite some distance. And we're not even sure he did what he was accused of doing. Not that I'm sticking up for him. The entire situation he put himself in, was just plain stupid.
