"The biggest problem I see is DHS keeps fighting the last battle. 80% of their funding goes to aviation safety. DHS has been the biggest CYA operation I've ever seen. I expect DHS to change now that we have had a leadership change and are putting operators in charge. The question is, Has the DHS bureaucracy already become so large (virtually overnight) that change is difficult or impossible? I view the intelligence czar role the same way. We have created another bureaucratic layer to CYA the last war. Dumb...We need to extract all available lessons learned and move forward. We don't need another big intel org. What we do need are more intel operators collecting HUMINT. Our collection effort was already being stifled by bureaucrats. Only a politician would think adding a 17th layer of supervision would solve a past problem. The pols want to feed the head when what we really need for the next battles are new and more boots on the ground." Message 21138413
