If you were to take even half the cost of the 3G licenses and put it into the hardware itself, it would be a large amount.

At worst, this would be the case-the sales of the 3G licenses would be re-negotiated at a lower price. The licensees are not bound to pay if they cannot deploy.

But, as I posted earlier, plans are already in place by some to build out 3G, for debut next year.
