I think not.

There has to be finality.

The definition of recount, from Dictionary.com, is

"To count again."

This implies that the things being counted were counted before. Ballots rejected for whatever reason during round 1 were not counted, and should not be counted again.

That, dear cetacean, is my rather simplistic view of this.

If Gregoire wins by this recount, I will be supporting a recall.
