Not true Brian. I was just there at the observation deck a month before the attack. There is an indoor observation level with all windows. Then you could go upstairs to the next level where it looks exactly like that picture. I'm sure that is a real picture of a guy on the WTC observation deck, but the date and the superimposition of the plane is what is wrong.
