'Bennett pointed out that the Health Care Financing Administration
(HCFA), which oversees Medicare, initially estimated it had 20 million
lines of software code to analyze and fix, only to discover this year that it
must sift through 49 million lines.

HCFA Administrator Nancy-Ann Min DeParle said the agency learned
about the extra code only after bringing in a consultant. "It has been difficult
for us to get our arms around this," she said.
