And no, it's not just the New York Times that is saying George Bush stopped short of apologizing. I heard it on radio and television also.

So I am curious. What is the tactical decision on George Bush's part to not apologize. This is not a critique of the president. I just don't understand. I would have apologized in January. Why did George Bush not apologize?
