OPEC might as well talk up some more cuts. Since there is no storage left they have little choice in the matter anyways.

One thing I had heard was that Asia has not been buying oil, so presumably they are running down their reserves. I wish I could remember where I saw this - I'd be inclined to treat the statement as wishful thinking on my part.
