I don't have any firm info but I suspect it was Truman. Eisenhower came from the military staff tradition where much of what he did was prepared by underlings and dispersed to the public through the top guy around, i.e. Ike. Truman was one of the last straight shooters we had in the White House. Actually LBJ was a pretty here-I-am type of president too but what we got was kind of iffy.

Reagan had the occasional quotable quip but who knows how many came from him personally. He spent his whole life reading scripts and delivering his lines on cue.

I am glad Obama is making a good start. I hope he has the sense to bide his time and get more seasoning before he tries to exploit the headlines. Cinderella candidates rarely get far. He would be a great VP choice for any Democratic ticket this year, if he waits politely to be asked.
