Yes that is true, but you present an alternative hypothesis as if it was solidly established fact.

Most experts believe estimates made in the last 50 years are too high period.

Why do you say "in the last 50 years". Estimates 50 years ago were obviously too low. True estimates made recently or 10 years ago or whatever, where also "in the last 50 years", but it seems odd to use that expression unless your claiming that we have had 50 years of estimates that were all proven too high.
