Could we ever get our leftwing Congress to fund it?

I'm sure it would stir up a hornets next but I think the President has the power to order it done since it is on mostly Federal land. Depending on the location a part of the new pipeline could run parellel to the existing.

If a new public corporation was established to build the pipeline I wouldn't hesitate to invest.

Thanks for the comment KLP. I was hoping it would generate some (more) interest.
