I think the only problem is that Clinton was not willing to go against his staff's ( Reno and the DOJ). He might been distracted by other matters. I think his approach has been to let decisions be made "bottom-up" rather than "top-down". That is probably the difference today from the 80s. Non-elected civil servants, like Joel Klein, love to be in a position to make decisions. (Klein reminds me of Ralph Nader, the consumer advocate). I have to agree with you, Blankmind, in that policy decisions are coming from some left wing individuals.
