That worked well for a long time but then go into trouble in the 1990s when Japan's growth slowed markedly. Some companies quit the policy but to my knowledge, Toyota still maintains it.

That's my point. Even Toyota cannot maintain it through prolonged bad times. It's not a guarantee. At IBM it began as "full employment policy"...the company moved people to where the work was, rather than lay them off. After a prolonged period of difficult business conditions, the company turned to lay offs. Onve that began, pandora's box was opened. Now the company does it routinely.
