Normally they raise the bid to draw in some sellers. They have a mandate to maintain an orderly market so they can always borrow shares to sell or even sell shares they don't actually have as I understand it, but that gets kind of tricky.

Maybe someone else who knows more of OTCBB MMs might comment on this.
