Congress would have to follow the rules to get an amendment passed. It might push the limits of the constitution absent an amendment, or in some cases even break them, but an amendment isn't an amendment without the supermajorities in both the congress and the states.

I wouldn't say such a thing. Most congressmen probably don't care a lot about at least the details of the constitution. There are some who do, but many of them will pass a law they believe to be unconstitutional if they think it will help them get elected and figure the courts will toss it out. I don't think Bush stands out as a defender of the constitution either. He doesn't stand out the other way, but being somewhere near the middle in this crowd isn't very good.

Edit - I forgot to post about undemocratic provisions within the constitution. In a very general sense any provison that limits what a majority can do puts a limit on democracy. The fact that congress can't jsut vote whatever it wants and that it is subject to review by the courts is undemocratic, but this undemocratic provision is a good thing, because liberty and the rule of law are both at least as important as democracy.
