That's a good question. While one would assume that it does since they are both products of the same company - IdeaLab - there is no indication that it does. As you know, it is FreePC.com, but technically, I suppose they could be one and the same ISP. I have used NetZero myself and know others who use it exclusively. The basic differences are that with NetZero you get a free ISP with a movable, but not removable ad banner that COVERS a portion of the screen. With Free-PC you get free ISP and a free pc, but the big compromise is that you give up a great deal of the viewing area of your screen to WIDE permanent ad areas on the bottom and right hand side of the screen. However, since the viewing area is reduced, the ads do NOT cover any of the "content." If that makes any sense.

BTW, I also have the other thread (NetZero) bookmarked, but there doesn't seem to be much activity there either!

Personally, I am quite interested in (and, also participating in one) programs that pay you to surf the web. IMO, this is the "wave of the future." Free ISP's and payment for surfing.....

EDIT: I should add that you can use the free pc with any ISP.....bearing in mind that there is monthly minimum usage of 10 hours through free-pc to comply with the "contract." While I have used other ISP's - MSN and AOL - I really haven't gone into the details.
