There is an inviolate rule of economics which essentially states (and I paraphrase) that subsidizing a behavior tends to create greater amounts of it, inviting yet another TV-sitcom cameo appearance by that great wealth-maker and career-taker, the Law of Unintended Consequences.

And that encapsulates the moral hazard of bailing investors out of what are typically self-induced miseries.
