First thing I'd try is going to Tools, Internet Options and delete temporary files. I'd then go to C\windows\temp and delete everything in the folder. Depending on your version of IE, you can go to control panel, add/remove programs and click on Internet Explorer and click on the remove button. This will bring up a box asking if you want to remove, repair or revert to your previous version. I'd choose repair and then try the download again. If the repair doesn't work, you will get a message to reinstall IE setup. Since you can't download, that won't work so go back and restore the previous version and then try again. If that doesn't work try lowering your security settings (under the Security tab of internet options) and going to windows update and if you can't use the site you will be directed to a help page with more steps you can take. You'll have to download that java plugin before you install the downloaded software you need. Let us know.
