No, that experience was enough to make me give up on Restore.
I never bothered doing any further research. The Dell tech
just had me go to the first restore date, search for the
missing file then back to the current date. At that point
neither he nor me knew that my PC would become unstable.
I found the help file myself by searching my C: drive for
the file name without the extension. I don't remember for
sure but I'm pretty sure ME was searching for win.help.exe
not winhelp.exe. I changed the file name to what Windows
was searching for which solved my problem. My problem was
different than yours, help files couldn't open because a
file was missing. Restore allowed a restore but that's
what led to the instability. The problem was only w/ the
Dell install I got with the PC. When I did a generic
reinstall of ME I didn't have the problem again.
