Obviously, the NYT hasn't been paying attention....The I-9 Form has been required of ALL employers since at least 1986. There is a new I-9 Form revised November 1, 2007 in effect.

The employer is to have one of these and a copy of the proof of identity, and the eligibility stapled to this form that is filled out by the employee. The employer is to keep it in separate files on premises.

Wonder if the NYT complies????

Typical Government document....the explanations for the form and how to use it are 47 pages....
