in Britain, "loser pays" means that the government funds litigation for poor people Would you elaborate on this when you get a chance? Never having given the matter any thought, I figured that if you didn't have the money to pay if you lost, you couldn't litigate, which is also a problem, but of another sort. Couldn't "loser pays" be implemented here keeping the contingency approach?
