In order to make a difference, Bush would have to overhaul ALL entitlements, fire 40% of the civil service at City, County, State and Federal levels, break ALL the Unions in the US to plant-level organizations, cut income tax, State and Federal, to everyone below a family level of $75,000 per year to zero and banish all VAT taxes. Then he would have to cut the red tape on environmental controls and procedures to a reasonable overseeing level in order to cut costs of establishment of new business, and roll back budgetary practices to an as-necessary level on all government departments. The real acounting scandal in the US is the accounting of government departmental budgets and the padding and fixing of government contracts.

Can he do all that? Not without the risk of assassination. The only way to fix the bloated bureaucracy and top heavy monopoly business infested with huge employment and regulatory costs is to burn it down and start over. Bush is powerless to turn it around no matter how strong his will may be.
