Again, you keep saying it never happened in 214 years. Yet it has. And it also ignores the incompetent attempts by Republicans(and Democrats) in the past. The spin is all by the Republicans. They are trying to claim that this is something unprecedented in history. This is a lie. Whether or not it was bipartisan is irrelevant. The fact that they Republicans might not have been competent in their past attempts might be relevant, but it might not because they, including Frist, tried. It certainly wasn't his intent to allow a straight up or down vote, now was it?
