The control comes when ONSL refuses to accept shipments of inferior quality parts. They may get burned once, but if they write their contracts properly, they will insist on a certain quality level, with the concommittant return rights if the quality isn't there.

More importantly, they gain control over the shipping and customer service process - ultimately, this is even more important than the quality of the product itself.
