Abu Nidal was a reason to invade a country all by himself. he was a WMD. But as the years passed, fewer and fewer states were prepared to give refuge to Abu Nidal and his small group of dedicated followers. Iraq was their last haven. Everyone knew he was in Iraq apart from Saddam seemingly.
