Its mostly been the government tugging, and the churches giving up rope, in many cases quite reasonably, in the past, esp. the distant past churches actually did exercise control that they shouldn't, but not much real back and forth tug of war here, only alternating faster and slower giving in to government, and to a point that's gone far beyond the church no longer being able to impose control, now it is, and has generally long been, about the government extending control (not just on religious issues, the government is an equal opportunity control freak)
