Paul,

It is Mark Bohr's paper on dual threshold voltages and substrate bias. It is far from being the most interesting paper at the conference. The
solution they propose is monstrous in its compexity and will spur some
smart people to find a better solution. Besides, the paper might be
quite irrelevant since all the analysis is done on static and dynamic NOR circuits. You cannot find anybody who actually believes that Intel is going to design their 0.1 um uP with NOR logic!! About the 0.25 um data they disclose their real process must be much better!!
