That would be the best of all worlds.

I liked Humphrey because he was responsible for the National Forest Management Act, which was a fine piece of legislation. Then they messed it up by giving anybody with a stamp the ability to block a project under the NEPA. NEPA was a good idea gone bad, in my view.
