Try graphing events, such as number of attacks per day, or number of soldiers killed per week, or amount of oil pumped, or any of the objectives, and then the trends are objectively apparent.

Not really it depends on what you graph, also many factors have no real trend by go up and down.

The trend I might focus on is the number of trained Iraqi soldiers and the larger role they are assuming in the fight against the insurgency. The trend is painfully slow, but it is in a positive direction.
