This one may have teeth.... The country and the world have known since the 1970's that we need electric cars, should have developed Solar panels and wind turbines in those area's that could have benifited from thier use, and in general stopped polluting the water.
I am not an eco freak, however I am seeing a trend towards using as much oil for as long as possible at the highest price possible to benifit the oil companies.

I also see industrialised nations using oil as the same catalyst to create revenue through taxation, thus the dragging of feet for the change over to electric or hydrogen cell cars.
We will see some changes, 30 too late. JMHO
